Job Description:
As a Buyer at Rand Water, your primary responsibility is to identify and procure goods and services required by the organization while ensuring alignment with compliance, efficiency, and value-for-money objectives. This includes interacting with internal departments, suppliers, and strategic partners to ensure that the procurement lifecycle is smooth, transparent, and strategically aligned with Rand Water’s operational and regulatory goals. From managing bid documentation to advising on legal compliance, the role encompasses a wide range of duties that contribute to the company’s supply chain efficiency and public service delivery.

Requirements:
To be considered for the Buyer positions at Rand Water, applicants must meet the following minimum criteria:

  • National Diploma or Bachelor’s Degree in one of the following fields:
    • Supply Chain Management
    • Procurement
    • Engineering
    • Financial Studies
    • Legal Studies
  • A minimum of 4 years of experience in Procurement or Supply Chain Management
  • Solid understanding of SCM regulatory frameworks, including PFMA, PPPFA, and CIDB regulations
  • Knowledge of contract law and basic legal principles relevant to procurement
  • Experience in project management will be a strong advantage

Role Responsibility:
Successful candidates will perform key functions that support the full procurement lifecycle. These include:

  • Ensuring compliance with Rand Water’s SCM policies, procedures, and processes
  • Creating and maintaining comprehensive audit trails for all procurement activities
  • Executing RFI (Request for Information), RFQ (Request for Quotation), and RFP (Request for Proposal) processes
  • Aligning bid documents with internal procurement processes and long-term projections
  • Providing guidance during site clarifications and assisting potential suppliers with compliance to Rand Water protocols
  • Presenting procurement documentation and reports to various Supply Chain Management committees
  • Advising SCM committees on compliance with relevant legal and regulatory frameworks
  • Monitoring contract expiry dates and stock levels to ensure timely procurement actions
  • Facilitating efficient sourcing processes that avoid unnecessary delays
  • Providing strategic advice to departments on the best procurement approach to follow
  • Engaging the market regularly to ensure that Rand Water has access to competitive, capable suppliers
  • Understanding and utilizing contract suites such as FIDIC and NEC3
  • Preparing analytical reports on sales, budgets, and customer satisfaction to inform buying strategies

    • FIDIC (International Federation of Consulting Engineers contracts)
    • NEC3 (New Engineering Contract standards)
  • Ability to analyze procurement data and recommend adjustments to enhance efficiency
  • Experience in creating and managing reports related to sales performance, budgeting, and service delivery
